In August 2005, De Beers received approval by the Federal Minister of the Environment for the Victor Project Comprehensive Study Environmental Assessment (EA). Construction of the mine began in February 2006, once the necessary permits were granted. The Victor Project will employ more than 1,100 people during construction, while 375 permanent positions will be created during mining and processing operations.

THIS IBA INCLUDES:
Contracts
• Moose Cree Businesses have priority for new contracts relating to the Victor Mine within the Moose Cree Homeland
• Renewable contracts for Moose Cree Businesses: Moosonee Freight Yard Operations, Trucking contracts on Winter Roads, Winter Road Maintenance

Cultural Protection
• Culturally and spiritually important places, like burial sites, will not be interfered with
• DeBeers will use and respect Moose Cree Traditional Knowledge in the planning, design and operation of the Victor Mine
• DeBeers will accommodate traditional and cultural activities of Moose Cree employees, and will provide cross-cultural training to all its mployees

Employment Moose Cree Citizens will have:
• First priority for jobs relating to Victor Mine within Moose Cree Homeland
• Preferential hiring for jobs at Victor Mine site
• DeBeers will make sure its contractors hire and train Moose Cree Citizens

Training and Education
• Scholarships for Moose Cree students every year
• 2 Moose Cree apprenticeship positions at Victor Mine
• 1 Moose Cree Citizen trained and hired for management or supervisor position
• DeBeers will work with Moose Cree to support other training programs
